The State Election Commission conducts elections in urban and rural local bodies such as municipalities, panchayat, etc in the states and UT.

The State Election Commission (SEC) is an autonomous constitutional body. Its main function is fair and clear elections at the city, village, and other state levels within each state or Union Territory. It ensures transparent elections at the municipal, panchayat, and other state levels.

According to the Indian Constitution, the Election Commission is important to both the Central and State Governments. However, the Central Election Commission cannot be responsible for the election of panchayats or municipalities in the state. The superintendence, direction and control of the preparation of electoral rolls for, and the conduct of, all elections to the Panchayats shall be vested in a State Election Commission consisting of a State Election Commissioner to be appointed by the Governor.
